Cop cars stuck to the ground!

Here's my problem, I had it happen once before but I can't remember what I did to fix it, every cop car that I see "driving" is stuck to the ground, the cars I drive don't do that until I bail out at high speeds, then it just stops, I've used the same handling lines I always have, often when I get out of the car the car will start to float, I haven't booted it up in almost 2 months, so I don't have any pics or video, if you know what I'm talking about, any ideas?

I had someone give me a vanilla handling.dat & didn't fix anything.

Would it be possible the issue was that read only wasn't checked?
