Sirens/lights/lcpdfr won't work

I've installed (afresh) some mods, and have installed them correctly as they are driveable etc. But, when I hit L, and all the other combinations for blue lights, it doesn't switch on; likewise with the sirens.

I have installed ELS 8, by copying the entire folder which contains the common/data and the .dll things.

 

Additionally, when I press ALT P, LCPDFR doesn't switch on, even thought it installed correctly.

 

Please help me - I really appreciate it.
