Arresting bug causes crash

I did not see this in help section so I'd thought I'd post this, sometimes when I tell someone to put their hands up, they do, when I walk behind them, to go arrest them, they slowly walk off and I walk after them and I can't stop it, and as he doesn't sprint he does not arrest the person, then the game just crashes, and it's happening mostly to people with guns, and it's really annoying.

Have you tried opening the console and closing it again to regain player control?

It happened again, opened and closed the console and it didn't work, tried it multiple times but it just ended up crashing anyways
