GTA 4 LCPDFR no siren sound

Hey guys I recently downloaded gta 4 and I also downloaded right after lcpdfr well that all went great.. then after I download ELS and put it into my gta 4 Folder and the sound of my cop car(Siren) doesn't wanna turn on.. everytime I press G I hear the tapping in the game.. but no siren sound.. the ELS works fine aand all the lights work great.. but the siren doesn't wanna go through.. can anyone help me out with this? or tell me what im doing wrong to where I can fix it? but also I have the sound.dl or w.e its called in the folder.. I tried taking it off.. and it still didn't work.. and I added it back and it still didn't work.. so if someone could help me and support me thru this it would be great.

do you have light stage 3 active in els, u have to hit J 3 times to get stage 3 then hit g for sirens
