Gta IV HELP PLEASE! Loading screen keeps on looping forever.

Hey guys I need your help, My GTA IV keeps looping when it get's to the loading screen, I have tried EVERYTHING like: typing availablevidmem 30.0. in the target box and gives me this error. The only thing I haven't done is backing up my stuff, and I haven't desinstall it, I have did a verification of the integrity of the cache for gta iv and gave me nothing, What could I do? I will try to re-install it.. See what happens but I still NEED YOUR HELP guys so help me out please! Thanks in advance for everything!

You're not supposed to type that in the target box. You're supposed to create a new text document within your installation directory called "commandline.txt" and place the video memory line there.

Hey guys I figured out what was wrong, my commandline.txt was missing, But now the game shuts down on its own and sometimes makes my computer shut down, Why does it do that? Also when I play the game it does not lag at all everything works fine.

Here is what my commandline.txt looks like and my building textures don't come up can someone tell me if there is something wrong in my commandline and if I am missing stuff, If yes please note in the comments. Thank you.
