Are you using ELS V8? If so, remove AdvancedHook.dll, it worked for me (ELS V8 will no longer work if AdvancedHook.dll is removed, so you'll have to downgrade to V7).

Install the map on a vanilla copy of the game (with a trainer), and see if it works. If I remember correctly, I had to add my mods back one by one.

fresh copy of GTAiv, Installed North Yankton. Same result SRCP10 error
