GFWL Install Error (0x80096010)

So recently i have been having problems with GTA that have caused me to remove the game multiple times and re-download it from steam. I have had multiple times of files getting corrupt and textures dissapearing ETC. But that is not what this topic is about.

To do some trouble shooting with IV i removed EVERYTHING this does include GFWL so when everything was gone i did a fresh install of IV on steam, Now the game is ready to be tested however when i try to install GFWL again i get and Error.

Below listed is the "Log" file that the GFWL installer has wrote me.

I've done a bit of research and this error seems to be mostly related to Windows 8. Considering the build and OS version, I'm assuming you're using Windows 7 and not Windows 8?

I am on windows 8.1 and sadly this did not help. However i do believe GFWL is installed on my PC but it isn't showing up in the "Programs & Features" part of my PC because if i launch GTA IV i can play but when i press the "Home" key GFWL does not open.

Ok i did some searching and here is what i found. I have two downloads for GFWL.

If i download this one - http://www.microsoft.com/en-us/download/details.aspx?id=5549 Then i can install GFWL with no problem but when i go into IV i still don't have GFWL, I don't even have Xliveless installed.

However if i use this download the program gives me the error - http://www.xbox.com/en-US/LIVE/PC/DownloadClient
