I'm experiencing lag issues, specially in pursuits. I used to have static fps some months ago and then I dont know what happened. 

I tried every solution I could find, but nothing...my graphic is GTX 650, cpu quad core 2,44GHz and 4GB ram. So it has to run properly. Makes me sad when I see on youtube how other people run it very smoothly...Does anyone have some advice?

Yeah its simple, You need more RAM. I recommend getting a least 8GB of RAM, but if you can afford it get 16GB. The reason your FPS goes up when you face the sea is there is simply less to render and change. **Note if you do decide to upgrade your RAM make sure you have windows 64 bit.**

I think it's simply a combination of factors, what are your graphics settings?

If you try to play it at high or ultra, you can't get a smooth game play because your GPU is not good enough.

Because the GPU has to render all the cars, people, buildings and textures.

 

So try messing around with your settings untill you have a smooth FPS.
