Windows vista service pack 1 wont install. HELP please.

I am a new user of gta 4 PC and lcpdfr. What Im planning to do is set up gta 4 and then put lcpdfr. The problem with this is that GTA 4 requires windows vista service pack 1. i tried absolutely everything to try to download it. i am hoping for someone out there to please help me out, i really wanna play lcpd FR, but i cant. if i upgrade it to windows 7, will it work for sure??? like i dont wanna waste my money if it isnt going to you know?

You currently have Vista with no service packs?

Use Microsoft Update. It says you're up to date, you have SP1.

If you have Vista SP2, then just right click on the install file, and run in in compatibility mode
