HELP: how to get more FPS in GTA IV

I have a relly Crappy PC and i am gettimg 40 FPS When not recording. when i am rwcording i am getting 15 FPS and on top of that i am getting Texture loss. is there and way i can FIX THIS and get 60 FPS when not recording and 30 When Recording.

 

NOTE* I RUN GTA ON LOW SETTINGS.

 

 

You could try to minimize the number of processes that are running. Right-click on the taskbar, click "Start Task Manager", highlight any processes that you don't need at the moment, and click "End Process". Use caution when doing this.

Another thing is using as little mods at a time, say you're patrolling in a single car, you really don't need any other cars in the vehicles.img at that moment.
