So I just exported my car in Zmodeler, and it looks like this in-game AND in OpenIV:

    Your lightbar textures look screwed as well. As for the tire, you probably moved the dummy. Just select the wheel dummy, selected mode, Display -> Local axes -> Reset to world, and reposition it to where it's supposed to be (the middle of the front left tire).
