If you try to arrest someone one or more floors up he won't follow you down the stairs to your vehicle. He will get stuck on the top of the stairs or on the stairs.

This is a known bug with the game itself, nothing can be done except maybe teleport the perp outside the building?

Its down to the AI's coded path, they get stuck on the stupidest of things
