the police car is based on the Clearwater Police Department. There are some Clearwater textures but i have not seen any models...

How is it different from the hundreds of other models? So sick of this car at every step. Every beginner modeler who knows about LCPDFR makes his version FCVPI 1998-2011, rather than to try to make other models.

Its a start, its like his first model. Do you think everyone starts with an unmarked christmas tree Ferrari?

You could ask permission from the skin owner to use on your model, it's better than no textures at all. It's a pretty basic setup, but that's because you are using the same setup as the CPD. It's pretty nice :)

I love Clearwater PD, however you did get some of the lightning set-up wrong. But it's just two small things, first off, the two front strobes are supposed to flash not the headlights themelves and secondly, the Avenger dashlight shouldn't be that big, it should be one size smaller and with the red/blue set-up (As seen in the spoiler below).

 

Other than that I like it, could easily be used as a Florida Sheriff's cruiser

I understand, getting realistic lighting setups (or the right one) isn't always that easy as some of the unlocked parts are not always available.
