in GTA IV & LCPDFR Support

I have 2 GTA IVs from Steam but only downloaded 1. If I go to Steam (where it shows hours played and screenshots) and start GTA IV it will load the game but I can only use LCPDFR. I can't use modded cars, uniforms, or ELS. Now if I go to the Steam folder > Steam apps > GTA IV > Launch GTA IV , then everything works. Why is this happening?
