GTA4Browser.exe crash? Advanced Hook / ELS 8 Issue

Alright so I recently re-installed GTA IV (brand new with no additives.)

 

After installing LCPDFR, everything was running smoothly. Once I added the ELS folder, ini, and asi + the Advanced Hook, I keep getting an error from GTAIVBrowser after I click play on the loading screen. Here's a look:

The numbers change all the time. It's quite annoying how it minimizes my game and pulls up an error. However, it doesn't crash my game. I've tried re-installing everything again from scratch and I finally narrowed it down to something to do with ELS 8 and AdvancedHook. I've googled this problem with no luck and I'm at a point where I don't know how to fix this.

Missing DirectX

DirectX usually comes with the latest windows patch but if you do happen to be missing it you can get it from here.http://support.microsoft.com/kb/179113

 

Missing .net Framework 4.5

One of the most important dependencies, why? Because LCPDFR runs on it.

You can get that here http://www.microsoft.com/en-gb/download/details.aspx?id=30653

 

Missing System Dependencies

These are the microsoft redistributables, bothe 2010 and 2012 are required.

You can get 2010 here http://www.microsoft.com/en-gb/download/details.aspx?id=5555

And 2012 here http://www.microsoft.com/en-gb/download/details.aspx?id=30679

When it prompts you to select a file, always make sure to use the x86 one, even when you’re running a 64-bit OS.

Yes I am running Windows 7 Prof. 64bit. I downloaded the X86 one before.

Is this going to get solved? Many others and I, obviously including the poster, have the same issue and every forum regarding this error seems to just come to an unexpected end, and basically the post is never seen again.
