it seems that when i try and arrest someone, by pressing E it wont let me, i have no trainer installed, only other thing is ELS, just 10 minutes ago i got to a mugging seen and chased the suspect till i could use my taser, once i did he stood up and stopped, i went up to him and pushed E several times, waiting in between to see if maybe it was just lagging, but got nothing. tried with baton and with gun. what do i need to do. it does this with all missions, and random pat downs

Are you aiming your gun or Baton at him. You need to make sure you are aiming with the gun or Baton and he/she should put their hands up.

Confirmed bug, will be fixed in next version. Change your Aim mode from Right mouse button TOGGLE to HOLD in the meantime. (i.e. You need to now HOLD the right mouse button to aim)
