Like the title says I am using traffic load with cars at 200 and my in game car density at 22. But all I am getting is taxis. Is there anyway to fix this?

Also I had this is before and I still got taxi's but I got cars, and buses also. then I was greedy and installed an ENB which my computer can not handle because my game was laggy all the time, so I deleted everything and reinstalled just lcpdfr, the detroit police caprice, and the liberty city metro police car, and bravehearts ALPR+ radar, and ELS 8.0. Nothing more and nothing less.
