Screen turns almost black

I've been LCPD FR and GTA IV for quite some time now. Recently my game would decide when it wanted to spawn a vehicle, sometimes it wouldn't allow me to. I was running .95RC2R2 and ELS 7 at the time. I had switched to 1.0 and ELS 8 but the LCPD-FR 1.0 made me crash more often so I went back to the previous version. I still kept crashing more often then I used to and cars wouldn't spawn when asked.

 

I removed all mods and uninstalled GTA IV and re-installed it. I was able to play a few missions without any issues but when I add LCPDFR-RC2 R2 now and ELS 8 the game starts out fine but then right when I start to move the screen goes black. The game still runs and if I can make it out in to the street it you look at the sky it is still blue but you can barely see anything on the street level. Is there a fix to this?

 

Never had this issue before until I re-installed everything.  Thanks for the help and suggestions.
