Police Uniform Texture Help, please?? :)

Okay so, right now i'm trying too make my own Police Uniform but i'm not sure where too even start, i have the arm badge's that's about it,

can i just use Paint.NET too make the texture like i can with car skin's?? also when i download a Uniform texture (O.P.P, RCMP)

the texture's come with a blue page of the uniform, i'm not sure how too edit the arm badge's on that texture,

the O.P.P uniform is pretty close too the uniform the city Police have where i live, so i would either like too make one from scratch or edit one, any idea's? i attatched some pic's of what i am talking about regarding the blue page, not sure if it worked though.

if they do show up, as you can see there's one already edited but i'm not sure if that's right, i've tried before but the badge's just appeared all over the uniform, and the blue page i haven't touched cuz i don't know how too edit it, any help would be appreciated greatly, i've posted in other forum's about this but no one will give me any pointer's :(, thank's in advance,

Texturing on GTA IV is a pain in the ass.

The texture maps are extremely confusing for instance the NOOSE Stockade's texture wraps around it a few times

(The Tactial Enforcement text also wraps onto the front the form enforcement)

Your best bet is to look at some texturing tutorials on youtube
