Constant crashes on startup, new issue

rGood evening all,

 

Recently I began to receive occasional errors while playing GTA IV, it started as the [ERROR 0x0000000000 at 0x00000000000 memory can not be read]. I blew this off as typical GTA IV problems associated with memory leaks, though the issue became increasingly frequent and progressed to the point that the game was unplayable.

 

I have since attempted to repair the installation of GTA IV (unsuccessful), removed GTA IV and provided a clean install (unsuccessful). Now the problems have progressed to the point that as soon as the loading screens present I either get the message that "GTA IV has stopped working" or the game just quietly crashes to desktop.

 

G17 Diagnostics report is attached, It should be noted that I am running Windows 8.1 however I have played on 8.1 since it was first released with no issues. I have scoured the internet for solutions and nothing has been successful in correcting whatever the problem is. Furthermore I have tried every compatibility setting for GTA IV with the same results regardless.

 

Any and all advice/suggestions are appreciated. Thanks in advance.
