I would like to take the earpiece from the FBI model and add it to my normal cop ped. If this is possible, what do I need to do??

Unless you know how to model peds, no. Editing the color of uniforms is simply texturing and can be done in programs such as gimp, photoshop and paint.net. However adding physical objects to models requires 3D modeling softwares such as 3DS Max, and Zmodeler.

To elaborate on what Evan said you need Open IV, a text editor (preferably Notepad++) and an understanding of this tutorial;
