LCPDFR 1.0B Auto/Manu Install Issues

It has been 2 years since I last used LCPDFR so I'm rusty however I am trying to install 1.0b and everytime I go into game 30 seconds in when driving to the first safe house in thee Intro. I freeze briefly and then I crash to desktop. I'm almost certain I have patch 1.0.7.0 I only have ELS V8 and 6 Police cars which all work as tested before thee install of LCPDFR so I've realised it's not them but rather LCPDFR 1.0b, I have installed the framwork 4.5, Directx etc before installing LCPDFR. I'm concerned about the "read only" issue I've been unclicking the Read only box but everytime I click apply and ok then close, the box goes back to the solid blue box upon reopening properties. Ugh I've read problems and solutions like my own but nothing seems to work as of yet. Hope someone can help me out! Thanks
