NO Call outs after the first call out i do

hi guys  I stop getting call outs after the first one i do.  i have tried F7 but still not receiving call outs,  the phone symbol with a cross above it (sleep mode i think) and i get a message (top left) of the screen saying i wont get any till i press ~  i have tried pressing this and nothing happens,  also when it says press ~ to join pursuit nothing happens,  i m using a pc game controller aswell as keyboard, hope you can help
