How Does EFLC Work When It Comes To Modding?

So one of my twitch followers just gifted me EFLC on steam a few hours ago and i was wondering how does modding each item work? Cause i noticed there is a TBoGT and a TLAD folder but there is some files that are not in those folders like "Vehicles" "audio" "weapons" ETC. then inside each folder there are similar files. So when i got to mod how do i know which file to edit can someone explain this to me?

Files specific to TBOGT and TLAD are in their respective folders. Standard GTA IV stuff like the vanilla vehicles are where you'd expect them to be, in the normal cdimage file. The added DLC cars are in their specific folder, and cdimage file.
