[ELSv7] GTA4 crashing on startup

My GTA4 game is crashing on startup - it gets to "LOADING ∙∙∙∙∙ STORY COMPLETE", flashes it a few times, then crashes. I've spent 2½ hours last night attempting to fix it (and I had a temporary fix going for about 10 minutes today before THAT failed after rear-ending a Futo) and about 2½ more fixing it today before giving up. ELS is to blame, as always.

So far, I've done the following (in order)

  • Modified siren (GTA4 started crashing shortly afterwards)
  • Restarted GTA4
  • Removed all scripts
  • Removed ELS7 (fixed crash)
  • Added back in all scripts
  • Removed all modified vehicles and weapons
  • Reverted ELS7 settings to default
  • Reinstalled ELS7
  • Deleted EVERYTHING in the config sans controls (Fixed the crash)
  • Restored interface settings
  • Restored env lighting settings
  • Restored misc settings (Crashes resumed)
  • Deleted last 6 lines of misc settings (fixed the crash)
  • Restored the first 3 of those deleted six lines
  • Restored the other 3 deleted lines (crashes resumed)
  • Deleted ClearAiExtrasDist from misc settings (crashes stopped)

That was my temporary fix. It worked fine until GTA4 crashed in LCPDFR while I was chasing a Futo after getting the drunk driver callout.

Here's what I've tried today:

  • Removed ELS (crashes stopped)
  • Restored ELS (crashes resumed)
  • Deleted ClearAiExtrasDist
  • Deleted ClearRandAiExtras (crashes stopped)
  • Disabled VCFs
  • Removed GTAPolicingTools (It was installed shortly before the crashes)
  • Restored RESIDENT.RPF from backup (crashes stopped)
  • Installed different HORNS.IVAUD from >the same mod I'd recently installed. (Crashes resumed)
  • Changed the HORNS.IVAUD to the one I had previously installed
  • Turned off Ai_Els_Sp in ELS config (Crashes stopped)
  • Looked through VCFs for anything that should not be there
  • Turned on Ai_Els_Sp (crashes resumed)
  • Turned off ALL VCFs
  • Turned off ClearRandAiExtras (crashes stopped)
  • Turned on ClearRandAiExtras and set ClearAiExtrasDist to 1 (crashes resumed)
  • Restored all game files from backup
So here's what I'm asking: Is there something in ELS7 I'm missing, OR is there an external script that would deactivate the random extras from the police vehicles? (I remember hearing something about the latter but it might have been while I was asleep this morning)

GTA4 1.0.7.0 / ELS7 RT30508 / LCPDFR 1.0B

Now I see why Ineseri hates ELS.
