Good skins for a pack

Hey guys, so I just started skinning, and I've been goofing around with making skin packs. I was wondering what cities/sheriff's offices I should put in each pack. Some guidelines are:

 

- I'm only choosing 3 cities/sheriff's offices for each state

- Write the name of the state, then the name of department and whether it is a sheriff or PD

- Write what cars they drive if you know so it can be as accurate as possible

Also, if you live in the D.C. area, what are some other police departments that are there besides D.C. Metro PD?

some departments that are around DC (Known as DC Suburbs) are
Prince Georges County Maryland Police Department (will be doing a car pack of them)
Montgomery County Maryland Police Department (Also being made in a car pack)
DC Housing Authority Police Department - CVPI FS VISTA
DC Metro Transit - CVPI RX2700 - TAHOE RX2700
Fairfax County Virginia Police Department
Arlington County Virginia Police Department
Alexandria Virginia Police Department
Takoma Park Maryland Police Department
Every county department Listed has a Sheriff's Department as well
