Unable to pullover vehicles

Ok so I'm having trouble pulling over vehicles when using the lcpdfr mod. I press the shift key when behind a vehicle and it says follow the vehicle till its pull overs or something to that extent. But the vehicle never pulls over even when i have my lights on. I checked the console and it says vehicle is an unauthorized police vehicle or something like that but im using the police2 vehicle model. Not sure what is casuing this. Please help. Thanks
