I'm really in need of some cvpi window bars if anyone can help me out it will be much appreciated.

You can find some in the Development Resources section.

You can't make a cylinder a stretch it....

Not good at modeling at all I have no clue on where to start either lol I can make skins and put lights etc.on cars but that is as far as I go and was hoping someone would help me out with window bars for a cvpi and maybe I could do a skin or two for them as a trade.

Nobody trades for textures. NOBODY. Like I said before, there are CVPI window bars in the Development Resources area. If you are not familiar with modeling, take the window texture, and make it look like there's a net on it.
