Any vehicle in the game can have ELS, as long as it's added to your ELS.ini

The only vehicles that can have sirens (or vanilla lights) are the police vehicles:

Police, police2, noose, fbi, polpatriot, pstockade, nstockade

And if you have EFLC (or the 'More vehicles mod'): police3, police4, and policeb
