Install an ENB. There are plenty out there spread across GTA4Mods and LCPD:FR alike. Some take up more resources than others, it all depends on your computer's specs. Almost all ENBs will do different things to ELS lights, so you're going to have look around for awhile to find one that compliments ELS.

if you check out this vid you can see the police lights.. they are bright and enhanced. do you know the mod for that?
