ELS v7 glitch

I just now got ELS v7 and was hoping to get the better visual effects and make the police lights brighter and more realistic. But all of the lights in the environment aren't brighter and the light bars on the police vehicles aren't even there! I dont have any vehicle mods, so all the vehicles are vanilla. I have had nothing but trouble with ELS in the past when i had it on vanilla GTA IV, so i was hoping this newer version would be better, but i was sadly disappointed. I attached a file of what the police cars look like.

 

Can anyone help me with this please? It would be much appreciated.

Alright, thank you. I got a car pack and put the vehicles into the game and stuff, but now the lights on my vehicle wont work and most of the hotkeys for the ELS don't work.

 

I feel so dumb having all these troubles and questions, sorry for being troublesome.

Dont know what the simple native trainer is. Yes I installed the vehicles correctly with Open IV. I looked a youtube video that showed it perfectly how to do it and Open IV is pretty simple.

Make sure that the trainer keys are disabled by going to your GTA IV folder, open trainer.ini, hit CTRL+F, type in KeyBindingsDisabled=0, click on Find Next and replace 0 with 1. This should solve your issue.
