Here's a wild guess:

Right click LaunchELFC.exe and click 'Properties'

Click the Compatibillity tab
Click and tick the "Run this program in compatibillity mode for" box
Select Vista service pack 1
... and then click Apply / OK. 

 

Make sure to do that to EFLC.exe too, and make sure to run them both as administrator.

That's kind of weird... It should be there for LaunchEFLC.exe. And you are sure you are pressing the 'exe' file and not, say, a .exe.cat file?

Hm, I just tried setting the compability settings to it, and I had no issues with that. Do you remember if this has ever happened before?

Strange. I realise that you have reinstalled it before, but I am kind of out of options. What I know is, that EFLC sometimes has a problem with not running in "Vista Mode" so that is what you need to do. I'm not sure if a reinstall will correct the .exe file, but it is worth a shot.
