Car won't stop to pull over?

I have been dealing with this problem where when I want to pull over a vehicle that the vehicle will make an attempt to pull over at first ("then it tell me to park behind the car") but then the car takes back off right when I'm about to get out of my car.  I never really get a chance to even get out and walk up to the vehicle. Any fix to this? 

 

Here's what I've done

 

1) manually install LCPDFR

2) administrator on both launchGTA and GTA.exe

3) Read-off on my game file

4) installed LCPD hotfix

 

This problem hasn't occurred as much as before but now it's like I can't get any cars to pull over. Especially in multiple player? I have attached all of my .log files. Please any help would be appreciated! Thanks!!!!
