Can't run GTA IV at all?

After installing LCPDFR, a few other mods, and changing some vehicle models, I was experiencing an error where the game would crash directly after the loading screen. I looked into this and found I had both the dsound.dll and xlive.dll in the install directory. After deleting the xlive.dll, the game would not start whatsoever. I have tried un-checking the read-only tab (seemed to keep re-checking itself however) in the LaunchGTAIV.exe and have tried running it as administrator. I tried screwing around in the directory, downgraded ELS v7 to v6, uninstalled Simple Trainer and even uninstalled LCPDFR. I did re-install LCPDFR but it didn't seem to help me. If you need any other info, please ask, thanks.

EDIT: After running G17 Diagnostic Tool:

I have installed LCPDFR, (even though I am 100% sure I had them installed already, I did it just to verify they were there) I installed an ASI loader and C++ ScriptHook and the .NET Scripthook aswell.

Now I'm experiencing a different problem. I looked more into my previous problem and ended up uninstalling all the mods I had installed. The diagnostic tool showed everything was installed and okay to use. Now when I start the game, I see a black screen for about 3 seconds and then the program stops working.

Yes, everything listed in the link provided has been removed, yet the program still refuses to work. I am starting to think it was the vehicle models I installed, but I don't know how to be sure. Also, of course I was dumb and didn't make a backup.
