LCPD Stockade

I've played LCPDFR for a while and even played GTA IV unmodded for about a year, and I have never seen the LCPD Stockade spawn on it's own.

Is there any way to get the LCPD stockade to spawn like a normal police vehicle (ie drive around like a normal cop car).

I plan on replacing it with a mod vehicle, and I'd like to see it on the map like a patrol car, not as a stockade.

 

I have a traffic mod installed (to counteract the taxi bug), so will adding the LCPD stockade to the list of vehicles to use in traffic cause it to appear?

 

Any ideas?
