sparkiv not working with steam bought gtaiv

I am having trouble getting sparkiv to work. when  open it and click on the gta portion a error pops up saying that it can't find the gta files for some reason. I have a steam bought copy. I have uninstalled and reinstalled both lcpdfr and gta the game itself. that  didn't seem to work. I have copied and moved the file and that hasn't work. I am not sure what I need to do to get sparkiv to be able to find the game.

I also installed openiv and that didn't help me either.

 

I run sparkiv as a administrator.

Ihave tried solving by myself with help from you tube with no success.

has anyone ran into a problem like this?

I appreciate any help thank you.

the second is to show that the "rockstar" in program files that the error is not there, that it actually is there
