GTA IV doesn't start

Alrighty, I had an issue where GTA IV would not start at all. I would right click LaunchGTAIV.exe and run it in Win7 compatibility mode and as an administrator, and I would try to launch it via Steam, where I bought it. I fixed it back in November, but now it doesn't work. I am running Windows 8.1 and I am using the exact installation guide I used before. I had to do some updates for Windows about 3 days ago, and immediately after my pc started, GTA IV wouldn't start. It also is happening with Battlefield 3 too. Any ideas on how to get it to work? I've tried the installation guide I have about 3 times already and it doesn't work.

Well I am still having the issue. I was told to try going to the Properties of the game on Steam, digging through the tabs, and running a cache check or something like that. It attempts to clean the files and tells you how many are broken. Unfortunately, that didn't work for me so I was told to reinstall the game. If you do attempt to run the check, tell me how many files have been fixed (please).
