Civilians not yielding to the police

Hey everyone, i'm new to these mods and modding in general, so if there are some obvious things i'm overlooking, forgive me.

 

This is about an issue in my game that I observed this morning while playing LCPDFR. While I was just driving around and chasing suspects, I noticed that civilians weren't pulling to the side of the road to get out of my way. This was strange, since they were yielding yesterday and last night when I played, so i'm kind of confused.

 

I've looked the issue up and what I gathered from the things I read is that there is an issue with the ELS mod that causes this to happen. I do have four ELS enabled police cars modded into my game, but I'm really only using two at the moment which replace the default police cruiser and police patrol. The other two I have replace the police buffalo from TBoGT, and the FBI buffalo, but as I said, I haven't really used them yet, I just checked to see if they work, which they do.

 

I also checked to see if traffic yielded for any of them, but it didn't.

 

The reason i'm so confused is that everything was fine last night. The only thing I think would change it may be me adding the replacement for the FBI car today, or changing the textures for the police buffalo replacement and the FBI car replacement.

 

I have the latest version of ELS and LCPDFR, and all of the cars I'm using are from deco's LCPD(NYPD) Highway Patrol Pack. I'm also using OpenIV to add the mods and textures to my game.

 

I'm sorry if I missed some details but any support would be appreciated.
