c sharp core engine ?

everytime I get in the game I get a c sharp core engine failure... im new to this did a fresh install, no modz just trying to get 1.0 work plz help not sure what file I need to post

Also, make sure to run the game as administrator. Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.
