Can I use the snow mod in Multiplayer with other people who dont have it ? But the other players will have the same handling lines, vehicles.ide and the same vehicles and player models ? Thanks for the help in advance !

No, graphical mods are client-side only. You will appear lagged to them when using different handling-lines I think.

Lets say you are using a pack that was put together for a clan or for friends with cars, uniforms and handling-lines install the Snow mod (fully) then install your pack for your multiplier use afterwards.

Will not have an effect on your game or others.
