Visual bug and error

I was playing and suddenly i got some visual bug, not sure if its LCPD or ELS7 but i manage to get a video (explanation of how it happened for me in the video) it may be able to be done again.

I then chose to turn off LCPD:FR in-game and it told me there was an error i should check the log

ELS does that from time to time. 

I notice you have a ton of taxis, I'd recommend using this mod (>www.lcpdfr.com/files/file/13-traffic-flow/) and using these commandlines. create a txt file called “commandline.txt” (without quotes) in your main GTA IV installation directory and insert the following lines:  

-norestrictions -percentvidmem 100 -novsync -frameLimit 0 -nomemrestrict
