So I was wondering how can I change the computer backgrounds in the police station, flags, and other items as well.

    Moving to IV Development Questions.

     

    There are certain archives that contain textures for buildings, computer backgrounds, etc.  I'm not sure which ones in particular they are, but other members have released mods that change these files (like Abraxas's police station mod).  If you download one you can see what files they altered, and where they are in the game's directory.

    Use OpenIV and open look through the files in this directory - GTA IV/pc/textures/ Don't know which files in particular have what you're looking for but you can try looking through 'fxprotex.wtd'.
