No, sharing the game files is still not very legal. It's still file sharing over the internet, which i.e is piracy. How can a mod be piracy? With a mod, you do not share the games original files over the internet..

A mod is not illegal? Modifying the product for your own personal use is not illegal. However, sending the original game files over the internet is illegal since you are sharing the original files, which is R* intellectual property. 

 

Alright, then you will need to reinstall GTA IV. 

EDIT: Scripts.img is found in the Common folder archive....
