How do I open it though? Like, it's nowhere on my computer, but the Installer said that it was installed successfully.

 I can't find the game at all.

I thought that GTA IV was required in order to even install LCDPFR. If you bought the game and installed it, it should be C:/Program Files (x86)/Rockstar Games/Grand Theft Auto IV. In there should be a file called LaunchGTAIV.exe, use that to launch the game. If you purchased through Steam, the file should be, C:/Program Files (x86)/Steam/SteamApps/common/Grand Theft Auto IV/GTAIV, in there the same LaunchGTIV.exe file should be present. If it isn't in any of those locations, try searching your computer for LaunchGTAIV.exe via the Search bar in your start menu. If that file is not present, then GTA IV is not installed. GTA is required in order to play LCPDFR because LCPDFR is a mod for GTA, not a stand-alone game.

I thought that GTA IV was required in order to even install LCDPFR. 

I don't think that you have to have it installed, I think I managed to install it once prior to installing GTA IV (by mistake).
