when i am walking around, i can use 'D' to move to the right, but when I am in a vehicle, it does nothing.

 

i have checked the control mapping and it is mapped to 'D'.

i can type 'D' and everything but can't seem to steer in gta iv.

I have also reinstalled the game multiple times.

Did you buy the game? Are you running the game as administrator? Which patch are you using? 

Are you by any chance using that army vehicle Avsports used in his army patrol? :D

There are Vehicles that are Made up badly, I had some Vehicles that happened to me, check your settings again and turn on the num lock tab
