I believe that Spanish translations are being added to the mod. As for the key to arrest people, that sounds more like a glitch that should be fixed with the stable release of 0.95.

Version 0.91 is not installed I do not know why I use the 0.95 beta 1 and it does not work the button and to arrest people. Thank you very much for clarifying that are working on it.
