I finally figured out how to do this! I do not take credit for the actually mod, i only take credit for the "skin/texture" i would give credits to whoever actually figured this out, but i don't know who actually did it. I found it on a youtube video, and just figured out how to edit it to make my own. all i know is the person who posted the video was from the UK, and wanted a more UK feel once he went into the computer system in LCPDFR, while in his patrol car.

 

its hard to explain actually how i edited the file, but if you would like me to make you a Custom Police Computer skin just let me know the details, and ill sent it to you. Or i iwll try to explain how i did it so you can create your own. heres my finished texture....

That's some cool stuff! Being able to change the background is definitely a nice addition if you use cars from another agency and not the LCPD.
