To kinda stay on topic here:

What I've found that fixes the issue for me is to right click, and HOLD right click while pressing E to arrest. This has a higher sucess rate for me anyway. Try it and see if it works. Let me know.

I know its late, but I've just this minute got around to testing this and can confirm it WORKS!

Seems likely that 0.95 cannot recognize when I'm aiming with the controller

Harper: Try doing what DanX stated, as I've had the same problem although it only happens on rare occasions for me.

To the developers: Great job working with what you have been given. A forced release wasn't what you guys had planned, but most of the community understands that the product we were given was not ready and I'm happy to fight through the bugs until the true release. Keep up the great work!

In regards to being on topic, the OP asked if the arrest glitch was something he could fix himself. It has been stated by Jay that he can not edit the code himself, and DanX seemed to have posted something that would have fixed his problem anyways. Harper is now in the Testing Team which enables him to just post a ticket in the dev hub. I'm just not sure if this really has to be open any longer.
