Why's my FPS so low?

Hey guys so I have a fairly good computer and In my community I hear people saying ''Yeah I'm getting 40/50 FPS'', now I don't think they have a huge difference in PC's. I am struggling to get 20. What is it? I get more or less the same FPS (+1/2) with or without the ENB. Bottom left images in the screenshots shows 17 FPS. I also have a commandline.

It locks your FPS so it never goes above what your monitor can handle (in most cases 60 FPS). But even when below that number, it can take away around 5 FPS, and in some cases, even 10, depending on mods installed and your computer in general.

Yeyt, i do still get a ''game crash'' if u could say that. Well every 10/15 my game crashes to the screen and it's launching another game through social club .Any ideas?
