There are a few LAPD police packs, one by Tim98(i thinks its Tim98, it may be Tim89) that I used for a while that is on this website. Very good quality. There are also a few NYPD packs, I have one on my laptop and it's really good. Both the LAPD and NYPD are on here, just search NYPD and LAPD car packs and you should find them.

Try DoubleDoppler for amazing Police Car Packs and other mods. For Civ cars, try GTA 4 Mods (type that into Google) I have seen some good looking packs over there.
